Subsection (a)(3) of this section is new language
added to reflect the requirements of Md. Constitution,
Art. III, § 52(4)(a) and, as it relates to the
"Legislative Department", (11).
Subsection (a)(4) of this section is new language
added to reflect the requirements of Md. Constitution,
Art. III, § 52(4)(c) and, as it relates to the
"Judiciary", (11).
Subsection (a)(5) of this section is new language
added to reflect the general requirement of Md.
Constitution, Art. III, § 52(4)(b).
Subsection (a)(6) of this section is new language
added as a general reference to provisions that
require specific appropriations to be included in the
part of the budget bill that relates to the Executive
Branch of the State government. These provisions
include: (1) CJ § 1-704, for a general salary
increase for judges; (2) CJ, § 2-504.1(b)(4), for
the clerks of the circuit courts; and (3) Art. 27A, §
3(e) of the Code, for the Office of the Public
Defender.
Subsection (a)(7) of this section is new language
added to reflect the requirement of Md. Constitution,
Art. III, § 52(4)(e). Specific provisions for certain
salaries include: (1) CJ §§ 1-701 through 1-708, for
judges; (2) Art. 10, § 33A(c) of the Code, for the
State Prosecutor; (3) Art. 78, §§ 7 and 14 of the
Code, for the members of the Public Service Commission
and the People's Counsel; and (4) Art. 101, § 3(a) of
the Code, for the Workmen's Compensation Commission.
Subsection (a)(8) of this section is new language
added as a general reference to other appropriations
that may be mandated by law, such as those for which
a statute sets a level of funding that, under Md.
Constitution, Art. III, § 52(11) and (12) must be
included in the budget bill. These appropriations may
include: (1) Art. 10, § 45-O(a)(l) of the Code, for
the Legal Services Corporation; (2) Art. 25, § 26A(g)
of the Code, for the Metropolitan Washington Council
of Governments; (3) Art. 64A, § 48(a) of the Code,
for health insurance of State personnel; (4) Art.
73B, §§ 14(4), 89(4), 122(4)(a), and 150(4)(a) and
Art. 88B, § 56(4) of the Code, for pension
contributions; (5) Art. 78D, § 18(a) of the Code, for
the Regional Planning Council; (6) ED § 16-404, for
community colleges; and (7) ED § 18-106, for
