In subsection (a) of this section, the reference to
"counties listed in § 5-911(b) of this subtitle" is
substituted for the former words "appropriate local
jurisdictions", for clarity. This revision is called
to the attention of the General Assembly.

Also in subsection (a) of this section, the reference
to the "Department" presenting the Plan to the General
Assembly is added for clarity and to conform to
administrative practice.

In subsection (b) of this section, the words "units of
the State government" are substituted for the former
words "State agencies", for consistency with language
used elsewhere in this article.

The Commission to Revise the Annotated Code points out
to the General Assembly that it is unclear whether the
approval procedure set forth in subsection (a) of this
section can be decodified as obsolete in light of the
adoption of the Plan by the General Assembly. If the
approval process applies only to the Plan, and not to
any revision or updating of the Plan, then it would
seem that subsection (a) of this section could be
decodified.

5-913. UPDATING AND REVISION OF PLAN.

(A)  IN GENERAL.

THE PLAN IS TO BE UPDATED AND REVISED, AS NEEDED.

(B)  UPDATE BY THE GENERAL ASSEMBLY.

THE GENERAL ASSEMBLY SHALL, FROM TIME TO TIME, UPDATE THE
PLAN.

5-914. ANNUAL REVIEW OF PLAN.

THE DEPARTMENT SHALL PREPARE ANNUAL REVIEWS TO EVALUATE THE
EFFECTIVENESS AND ADEQUACY OF THE IMPLEMENTATION OF THE PLAN.
