(B)  DELEGATION OF FUNCTIONS.

THE COMMISSION MAY DELEGATE ANY FUNCTION OF THE COMMISSION
TO A SUBCOMMITTEE.

(C)  SPECIAL MEMBERS.

THE CHAIRMAN MAY APPOINT TO A SUBCOMMITTEE ANY INDIVIDUAL
SPECIALLY QUALIFIED IN MATTERS TO BE CONSIDERED BY THE
SUBCOMMITTEE.

(D)  COMPOSITION.

UNLESS AUTHORIZED BY A MAJORITY VOTE OF THE COMMISSION AND
APPROVED BY THE SECRETARY OF STATE PLANNING, THE NUMBER OF
MEMBERS OF A SUBCOMMITTEE WHO ARE NOT MEMBERS OF THE COMMISSION
SHALL BE LESS THAN THE NUMBER OF MEMBERS OF THE SUBCOMMITTEE WHO
ARE MEMBERS OF THE COMMISSION.

(E)  REIMBURSEMENT FOR EXPENSES.

EACH MEMBER OF A SUBCOMMITTEE IS ENTITLED TO REIMBURSEMENT
FOR EXPENSES UNDER THE STANDARD STATE TRAVEL REGULATIONS, AS
PROVIDED IN THE STATE BUDGET.

REVISOR'S NOTE: This section is new language derived
without substantive change from former Art. 88C, §
4(b).

In subsection (b) of this section, the words "as it
may deem appropriate", which formerly modified the
reference to delegable functions, are deleted as
surplusage.

5-808. ADVISORY ROLE OF COMMISSION.

(A) ADVICE AND REPORTS TO SECRETARY OF STATE PLANNING.

THE COMMISSION SHALL ADVISE AND REPORT TO THE SECRETARY OF
STATE PLANNING ON ANY MATTER THE SECRETARY OF STATE PLANNING
SUBMITS TO IT, INCLUDING:

(1)  THE STATE DEVELOPMENT PLAN;

(2)  CURRENT OPERATIONS AND ACTIVITIES OF THE
DEPARTMENT;

(3)  THE NEEDS OF THE STATE FOR FURTHER DEVELOPMENT;

(4)  THE ESTABLISHMENT OF REGIONAL PLANNING AREAS;

(5) THE EFFECTIVENESS OF THE DEPARTMENT AND ITS
PLANNING ACTIVITIES; AND
