BEFORE AN APPROPRIATION MAY BE AUTHORIZED FOR PRELIMINARY
PLANNING, THE UNIT OF THE STATE GOVERNMENT REQUESTING THE
APPROPRIATION SHALL SUBMIT TO THE DEPARTMENT A PROGRAM
DESCRIBING, IN DETAIL, THE PURPOSE OF THE PROPOSED CAPITAL
PROJECT.
(E) CHANGES.
EXCEPT WITH THE APPROVAL OF THE SECRETARY OF STATE PLANNING
AND THE SECRETARY OF GENERAL SERVICES, NO CHANGE MAY BE MADE IN
ANY PROPOSED CAPITAL PROJECT AFTER THE PRELIMINARY PLAN FOR THAT
PROJECT HAS BEEN COMPLETED AND APPROVED.
(F) SUBMISSION TO GENERAL ASSEMBLY.
(1) THIS SUBSECTION APPLIES ONLY TO CAPITAL PROJECTS
THAT INVOLVE CONSTRUCTION OF PERMANENT OR LONG-TIME DURATION.
(2) WHEN THE REQUEST FOR AN APPROPRIATION FOR A
CAPITAL PROJECT IS SUBMITTED TO THE GENERAL ASSEMBLY, THE UNIT OF
THE STATE GOVERNMENT THAT WOULD RECEIVE THE CAPITAL PROJECT OR A
STATE OFFICER ON BEHALF OF THE UNIT SHALL SUBMIT TO THE GENERAL
ASSEMBLY:
(I) PRELIMINARY PLANS AND OUTLINE
SPECIFICATIONS FOR THE PROJECT THAT SHOW THE SIZE, THE TYPE OF
CONSTRUCTION, AND THE ARRANGEMENT OF EACH BUILDING; AND
(II) A STATEMENT ON THE SUFFICIENCY OF THE
PROPOSED APPROPRIATION TO PAY FULLY FOR THE COSTS OF THAT
PROJECT.
REVISOR'S NOTE: This section is new language derived
without substantive change from former Art. 15A, § 10
and Art. 88C, §§ 10 and 2(a), and the second clause of
(g).
In subsections (c) and (d). of this section, the words
"unit of the State government" are substituted for the
former references to a State agency, for consistency
with language used elsewhere in this article.
In subsection (c) of this section, the words "of any
kind", which formerly followed "grants", are deleted
as surplusage.
In subsection (f)(2) of this section, the words "unit
of the State government" are substituted for the
former words "department, bureau, board, commission or
agency of the State government", for consistency with
language used elsewhere in this article.
The Commission to Revise the Annotated Code notes, for
consideration by the General Assembly, that subsection
(f)(2) of this section allows only an "officer" to act
