THE PURCHASE OF STATE-OWNED MOTOR VEHICLES FOR ANY UNIT OF
THE EXECUTIVE BRANCH OF THE STATE GOVERNMENT SHALL BE REVIEWED
AND APPROVED BY THE SECRETARY BEFORE THE PURCHASE.

REVISOR'S NOTE: This section formerly appeared as Art. 15A,
§ 23A(a).

In subsections (a) and (c) of this section, the words
"unit of the Executive Branch of the State government"
are substituted for the former references to
"departments, boards, bureaus, commission, and other
agencies of the State government" and "agencies of the
State government", to clarify that the authority of
the Secretary does not extend to the Legislative
Branch or Judicial Branch. See 61 Op. Att'y Gen. 241
(1976).

The only other changes are in style.

The Commission to Revise the Annotated Code points out
to the General Assembly that this section, which,
except as noted above, is revised with only minor
stylistic changes from former Art. 15A, § 23A; is not
consistent with practice. The General Assembly may
wish to consider substantive legislation in this area.

3-503. MISCELLANEOUS POWERS AND DUTIES OF SECRETARY.

(A) REGULATIONS.

(1)  TO ENSURE ECONOMICAL AND EFFICIENT USE OF MOTOR
VEHICLES BY UNITS OF THE EXECUTIVE BRANCH OF THE STATE
GOVERNMENT, THE SECRETARY SHALL ADOPT AND ENFORCE REGULATIONS TO
CARRY OUT THE PROVISIONS OF THIS SUBTITLE.

(2)  THE REGULATIONS ADOPTED UNDER THIS SECTION SHALL
APPLY TO:

(I)  ALL PHASES OF THE USE AND MAINTENANCE OF
STATE-OWNED MOTOR VEHICLES; AND

(II)  THE REIMBURSEMENT OF OWNERS OF PRIVATELY
OWNED MOTOR VEHICLES.

(3)  THE REGULATIONS SHALL BE DIRECTED TO:

(I) REQUIRING THE EFFECTIVE, EFFICIENT, AND
INEXPENSIVE USE OF ALL MOTOR VEHICLES; AND

(II) COMPILING AND MAINTAINING ACCURATE AND
DETAILED COST ACCOUNTING RECORDS FOR ALL USE OF MOTOR VEHICLES.
