(E) PLANS.

(1)  THE SECRETARY IS RESPONSIBLE FOR THE
COMPREHENSIVE PLANNING OF PROGRAMS AND SERVICES OF THE
DEPARTMENT.

(2)  THE SECRETARY SHALL REVIEW THE PLANS OF THE UNITS
IN THE DEPARTMENT AND MAY APPROVE OR DISAPPROVE ANY OF THE PLANS.

REVISOR'S NOTE: This subsection is new language that
repeats the provisions of the sixth sentence of
present Art. 41, § 3A(a). As to the repetition of
those provisions here, as powers and duties of this
Secretary, see revisor's note to § 3-202 of this
subtitle. See also the General Revisor's Note to
Title 8, Subtitle 2 of the State Government Article.

In paragraph (1) of this subsection, the phrase "of
the Department" is substituted for the present phrase
"within his jurisdiction", for clarity. Similarly, in
paragraph (2) of this subsection, the reference to
"units in the Department" is substituted for the
present language "departments ... within his
jurisdiction."

3-205. INQUIRIES FROM GENERAL ASSEMBLY.

THE SECRETARY OR STAFF OF THE SECRETARY SHALL BE SUBJECT TO
CALL BY THE SENATE OR THE HOUSE OF DELEGATES OR ANY OF THEIR
COMMITTEES, TO PROVIDE INFORMATION THAT THE SECRETARY HAS.

REVISOR'S NOTE: This section is new language derived
without substantive change from former Art. 15A, § 25.

The word "staff" is substituted for the former word
"assistants", to conform to the terminology used
elsewhere in this article.

respect to the power and duty of the Governor and
designees of the Governor to testify on a budget bill.
