REVISOR'S NOTE: This subsection is new language derived
without substantive change from the first clause of
the third sentence of former Art. 41, § 71(c-l)(l) and
the second clause of (e).
The specific power "may adopt" is substituted for the
former reference "shall be responsible", to clarify
that the Secretary does adopt, and not merely review,
regulations. This substitution is nonsubstantive in
light of present Art. 41, § 3B, which gives, to the
secretary of each principal department, "full
authority and responsibility for the promulgation of
all rules and regulations for all departments and
other instrumentalities within his jurisdiction,
except as otherwise provided by law." Since the
secretaries of some principal departments only have
revisory power as to regulations of units, in this
subsection, the words "and its units" are added to
clarify that the Secretary adopts the regulations of
the Central Collection Unit and any other units in the
Department.

(C) CITIZENS' ADVISORY UNITS.
THE SECRETARY MAY CREATE ANY CITIZENS' ADVISORY BODY THAT
THE SECRETARY CONSIDERS NECESSARY FOR THE OPERATION OF THE
DEPARTMENT.
