Note that former Art. 81, §§ 246B, 246C, and 246D
provided for the transfer of county assessment
personnel to State employment. The provisions of
those sections constitute exceptions to the
classification, salary, and qualification provisions

of this section. Ch. ___, Acts of 1985, which enacted

this article, transferred former Art. 81, §§ 246B,
246C, and 246D to the Session Laws.

As to item (2)(ii) of this section, note that § 2-111
of this subtitle provides that, by regulation, the
Director may provide substitute qualifications for
assessors.

2-110. INCENTIVES FOR ASSESSORS.

(A)  CERTIFIED ASSESSMENT EVALUATOR.

THE SALARY SCHEDULES SET FOR ASSESSORS UNDER § 2-109 OF THIS
SUBTITLE SHALL PROVIDE AN APPROPRIATE INCENTIVE TO ENCOURAGE
ASSESSORS TO ACHIEVE THE DESIGNATION OF CERTIFIED ASSESSMENT
EVALUATOR.

(B)  COUNTIES PROHIBITED FROM PROVIDING INCENTIVES.

A COUNTY MAY NOT PROVIDE A SALARY SUPPLEMENT OR ANY OTHER-
FRINGE BENEFIT FOR AN ASSESSOR.

REVISOR'S NOTE: This section is new language derived
without substantive change from the second and third
sentences of former Art. 81, § 237(b).

The former reference to "Baltimore City" is deleted as
included in the defined term "county".

2-111. SUBSTITUTION OF EXPERIENCE FOR ASSESSOR'S EDUCATIONAL
QUALIFICATIONS.

THE DIRECTOR, AFTER CONSULTATION WITH THE SECRETARY OF
PERSONNEL, MAY ADOPT A REGULATION THAT PERMITS THE SUBSTITUTION
OF BUILDING TRADES OR REAL ESTATE EXPERIENCE FOR ANY EDUCATIONAL
QUALIFICATIONS THAT. ARE SET FOR ASSESSORS UNDER § 2-109 OF THIS
SUBTITLE.

without substantive change from the third sentence of
former Art. 81, § 232(3).
