AN ACT deleting repealing Subtitle 1 "Animals" of Title 8
"Crimes and Misdemeanors" and Subtitle 3 "Animals" of Title 17
"Public Protection Services" of the Howard County Code and
enacting new Subtitle 3 "Animals" to Title 17 in order to define
words and phrases; establish rules and regulations for the care
and treatment of animals; to forbid the keeping of certain
animals in the county; to forbid trapping in certain
circumstances; to regulate the destruction of animals; to require
rabies vaccinations for cats and dogs; to establish rules and
regulations concerning vaccinations and vaccinators; to require
licensing of dogs; to require dogs to wear license tags; to
define nuisances; to establish procedures to declare animals,
facilities and residences as nuisances; to define unlawful acts
of cruelty and negligence; to provide for impoundment of animals;
to set requirements for release from impoundment; to require care
for injured animals; to provide for adoption and other
disposition of animals; to allow establishment of a county
spay/neuter clinic; to establish the roles of the animal control
officer and the animal matters hearing board in the
administration and enforcement of animal control matters; to
provide for remedies and penalties for violations of this
