CHARTER AMENDMENT NO. 5-84

Resolution of the Town Council of the Town of Somerset
adopted pursuant to the authority of Article XI-E of the
Constitution of Maryland and Section 13 of Article 23A of the
Annotated Code of Maryland to amend Section 83-22 of the Charter
of the Town of Somerset as it appears in the Montgomery County
Code (1972) so as to change the appointment date of the members
of the Board of Supervisors of Elections from on or before the
first Monday in March to on or before the first Monday in
January, to change the terms of the members of the Board of
Supervisors of Elections from concurrent two year terms to
staggered three year terms, and to provide transitional
provisions for the implementation of staggered three year terms
of members of the Board of Supervisors of Elections.

[Section 83-22 of the Code of Public Local Laws of
Montgomery County, as found in the compilation of Municipal
Charters of Maryland (1983 Edition), repealed and reenacted, with
amendments.

Effective Date December 25, 1984]

A RESOLUTION TO DELETE OUTDATED BIDDING AND PURCHASING
PROCEDURES CONTAINED IN SEC. 1.7(D)
OF THE CITY CHARTER AND TO PROVIDE A
SUBSTITUTE PROCESS

WHEREAS, the Mayor and City Council, after deliberation,
have concluded that the provisions of the City Charter related to
competitive bidding and procurement generally are such that they
impede the orderly flow of City business and that a new process
is desirable; AND

WHEREAS, it is necessary to amend the City Charter to
provide a substitute process.

[Section 1.7(d) of the Charter of the City of Takoma Park,
Montgomery and Prince George's Counties, as found in the
compilation of Municipal Charters of Maryland (1983 Edition),
repealed and added.
