the criteria specified in subparagraphs (d)(3)(A)-(F) above.

(b) Any State or Local Issuer requesting
a portion of the Secretary's Reserve pursuant to this Section
shall provide the Secretary with any evidence that the Secretary
requires to support such justification and any other information
that the Secretary deems necessary.

Section 3. Dollar Amount of Allocations.

(a)  The actual dollar amount of all allocations shall
be determined by the Secretary.

(b)  The actual dollar amount of the initial
allocations provided by Section 2(a), (b) and (c) above will be
announced on or before January 22 of each calendar year.

(c)  Any County that may issue a Private Activity Bond
before the announcement of the dollar amount of the initial
allocation pursuant to Section e(b) above may issue Private
Activity Bonds in an amount not to exceed (A) $75' per capita
within the geographical boundaries of the applicable County in
calendar years 1985 and 1986 and (B) $50 per capita within the
geographical boundaries of the applicable County in calendar year
1987 and later. The amount of any such issuance shall be
considered part of the amount of the initial allocation announced
for such County.

(d)  Any State Issuer that may issue Private Activity
Bonds before the announcement of the dollar amount of the initial
allocation pursuant to Section 3(b) above may issue Private
Activity Bonds upon receipt of the Secretary's written
preliminary announcement of such State Issuer's initial
allocation. The amount of any such issuance shall be considered
part of the initial allocation announced for such State Issuer.

(e)  No Local Issuer other than a County may issue
Private Activity Bonds before the announcement of the amount of
the initial allocation pursuant to Section 3(b) above.

(f)  The term "population" or "per capita" used in
connection with a making, determination, or calculation of an
allocation or reallocation of the Maryland State Ceiling for any
Issuer for any calendar year refers to the population of that
Issuer as defined in Section 103(n) of the Code for such calendar
year, as determined by the Secretary.

Section 4. Allocations to Local Issuers Other than
Counties.

(a) Any County granted an allocation under this
Proclamation may, at any time during a calendar year and in its
sole discretion, allocate all or a portion of its allocation to
any Local Issuer (other than the County) within its boundaries,
and may, except to the extent that such Local Issuer has issued
