and absolute discretion. Allocations made pursuant
to this Section 1(c) shall be made in writing and
shall be determined in such order as the Secretary
in his sole and absolute discretion, subject to the
provisions of this Proclamation, may determine.
Such allocations shall not be subject to review or
approval (i) under either the Maryland
Administrative Procedure Act or any other law of the
State of Maryland, or (ii) by any other agency or
political subdivision of the State of Maryland.

(1) Additional Allocations to the Counties. The
Secretary may at any time allocate, out of the
Remaining Allocation, amounts not to exceed
$148,000,000 in the aggregate to any County or
Counties in such amount and in such order as
the Secretary in his sole and absolute
discretion may determine. Any County
requesting a portion of the Remaining
Allocation pursuant to this Section 1(c)(1)
shall provide the Secretary with evidence that
the County has exhausted its initial allocation
as set forth in Section 1(a) above, together
with a copy of a letter from bond counsel for
any proposed issue of Private Activity Bonds
stating that the proposed bonds are Private
Activity Bonds for which an additional
allocation is necessary in order to issue such
bonds in calendar year 1984 and such other
information that the Secretary deems necessary.
The Secretary may use any or all of the
following criteria as a basis for such
allocations:

(A) the dollar volume of Private Activity Bonds
issued by such County and by other Local
Issuers within its boundaries from January
1, 1984 through and including the date of
this Proclamation as well as during
previous calendar years,

(B) geographic distribution of the Maryland
State Ceiling throughout the State of

Maryland,

(C) the extent of economic impact on the State
and the County produced by the facilities
for which the additional allocation is
sought,

(D) the amount of allocation requested,

(E) the willingness of the County requesting
the additional allocation to cooperate with
Local Issuers within its boundaries in
