(c)  Remaining Amounts to be Allocated by Secretary. The
remaining amount of the Maryland State Ceiling
(including any increase in the Maryland State
Ceiling over $632,546,250) (the "Remaining
Allocation") shall be allocated by the Secretary,
and the Governor hereby delegates to the Secretary
all authority to make such allocations in his sole
