MARYLAND EXECUTIVE FELLOWS PROGRAM
WHEREAS, It is important that Maryland State government stimulate
within the private sector a corps of community leaders who
can identify public needs, promote the resolution of
institutional problems through a public and private sector
partnership approach and who can maintain continued and
direct involvement in the affairs of the State;
WHEREAS, A new partnership between State government and the
private sector will provide a unique opportunity for a
select group of professionals from Maryland business and
industrial firms, colleges and universities, the professions
and the arts, to work at the highest levels of State
government;
WHEREAS, Under Executive Order 01.01.1983.06, Section I(12), the
Governor's Volunteer Council fulfilled its responsibility to
develop a proposal for an Executive Fellows program;
WHEREAS, Such a program will provide these Executive Fellows, men
and women, an opportunity to gain a substantial working
introduction to the operation of State government while
contributing their talents in addressing major problems
involved in governance;
WHEREAS, Such an experience will accrue to the benefit of the
Executive Fellow, the individual's private employer and the
community-at-large.
WHEREAS, The existence of an Executive Fellows program will serve
as a foundation for private sector leadership networks that
can better understand and respond to public sector needs.
NOW, THEREFORE, I, HARRY HUGHES, GOVERNOR OF MARYLAND, BY VIRTUE
OF THE AUTHORITY VESTED IN ME BY THE CONSTITUTION AND LAWS
OF MARYLAND, HEREBY ESTABLISH THE MARYLAND EXECUTIVE FELLOWS
PROGRAM:
I. ESTABLISHMENT AND PURPOSE
The Maryland Executive Fellows Program (the "Program")
is established to provide a highly selective cadre of
individuals from the private sector who have
demonstrated leadership potential, and is intended to
provide them with direct experience in the State
governing process at the highest levels. In addition,
it is envisioned that State officials for whom Executive
Fellows work will receive the benefit of the talent,
insight and creative perspective brought to the affairs
of State by these persons.
