(b) This definition shall be liberally construed.
11-148.
(a) "Regular schedule" means the carriage of property or
passengers by at least:
(1) One single trip between fixed termini per week,
for 4 consecutive weeks; or
(2) Three single trips between fixed termini within a
period of 10 days.
(b) If property or passengers are carried by any vehicle as
described in subsection (a) of this section, any one of the
described trips is a regular schedule.
(c) This section shall be liberally construed.
SECTION 2. AND BE IT FURTHER ENACTED, That the provisions
of this Act that relate to the issuance of a trip permit or an
identification marker for a charter motor bus may not be
construed to apply to a trip permit or an identification marker
that is issued effective before January 1, 1986.
SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1985.

Dear Mr. Speaker:
In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed House Bill 1690.
This bill would permit the establishment of interest bearing
escrow accounts for retained funds associated with road
construction and reconstruction contracts administered by the
Department of Transportation. These funds, together with accrued
earnings, would be paid to the contractor at the time of final
payment. The bill has a delayed effective date of July 1, 1986
and would terminate with no further action by the General
Assembly on June 30, 1988.
