(1)  develop, in coordination with other appropriate
departments of the State government, a policy plan for the
Patuxent River Watershed; and

(2)  have primary responsibility for the preparation
of the Plan.]

The Plan shall serve as a basis for continuing coordination
and implementation.]

[5-906.

The planning shall begin with:

(1)  a review of current laws, regulations, policies,
programs, and plans of the State relating to the Patuxent River,
to evaluate their effectiveness and the adequacy of their
implementation;

(2)  a review of scenic rivers, areas of critical
State concern, coastal zone management plans, local comprehensive
plans, and regional plans; and

(3)  a review and use of all information currently
available from any local government or unit of . the State
government.]

The Department shall develop:

(1)  an assessment of the environmental impact of
local comprehensive planning programs as they relate to the

Patuxent River; and

(2)  recommendations for the continuing assessment of
the environmental impact, as they relate to the Patuxent River,
of:

(i) proposed major land use changes; and

(ii) proposed regulatory actions or rezonings.]

PART II. PATUXENT RIVER POLICY PLAN

THE PLAN SHALL BE USED AS A POLICY GUIDE BY LOCAL
JURISDICTIONS AND UNITS OF THE STATE GOVERNMENT IN CARRYING OUT
THEIR ACTION AND REGULATORY PROGRAMS IN THE PATUXENT RIVER
WATERSHED.
