Dear Mr. President:
In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed Senate Bill 313.
This bill increases the membership of the Chesapeake Bay
Commission Agreement from 14 to 21 with the 7 new members
representing the addition of the Commonwealth of Pennsylvania to
the agreement between the State of Maryland and the Commonwealth
of Virginia for the utilization of the resources and management
of the Chesapeake Bay.
House Bill 405, which was passed by the General Assembly and
signed by me on May 21, 1985, accomplishes the same purpose.
Therefore, it is not necessary for me to sign Senate Bill 313.

AN ACT concerning
Chesapeake Bay Commission Agreement
FOR the purpose of amending the Bistate Agreement on the
Chesapeake Bay on the part of the State of Maryland to
provide for the addition of the Commonwealth of Pennsylvania
to the agreement between the State of Maryland and the
Commonwealth of Virginia for the utilization of the
resources and management of the Chesapeake Bay; providing
for the membership, terms, composition, compensation,
procedures, powers, duties, and budgetary system for the
Chesapeake Bay Commission in light of the addition of
members from the Commonwealth of Pennsylvania; providing for
pension, health, and related insurance for officers and
employees of the Commission; providing for a new quorum
provision; appropriating a certain amount of money in the
1985-1986 fiscal year for certain purposes to operate the
Commission; making technical and stylistic changes;
providing for the enactment and effective date of this
agreement; generally relating to the addition of the
