HARRY HUGHES, Governor                                     3755

the Commonwealth of Virginia constitute a highly developed and
integrated metropolitan area, and the economic well-being of the
metropolitan area and the welfare of the citizens thereof require
economical and convenient movement of people and vehicles in the
area; and

WHEREAS, The responsibility for dealing with transit

problems of the metropolitan area is shared by the District of

Columbia, the State of Maryland, and the Commonwealth of
Virginia; and

WHEREAS, The District of Columbia, the State of Maryland,
and the Commonwealth of Virginia are the signatories of the
Washington Metropolitan Area Transit Regulation Compact that
created the Washington Metropolitan Area Transit District and the
Washington Metropolitan Area Transit Commission; and

WHEREAS, There is a need for a constructive effort to review
and update, if necessary, the Washington Metropolitan Area
Transit Regulation Compact; and

WHEREAS, Any revision of the Washington Metropolitan Area
Transit Regulation Compact requires the involvement of each of
the signatories to the Compact; now, therefore, be it

RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That the
District of Columbia and the Commonwealth of Virginia are
requested to join the State of Maryland to establish a Washington
Metropolitan Area Transit Regulation Compact Review Committee to
study the Washington Area Transit Regulation Compact and, if
necessary, propose revisions; and be it further

RESOLVED, That the Washington Metropolitan Area Transit
Regulation Compact Review Committee be composed of 9 members, 3
of whom should be from each of the signatories to the Compact;
and be it further

RESOLVED, That the study by the Washington Metropolitan Area
Transit Regulation Compact Review Committee include a review of
the regulatory provisions of the Compact that relate to carriers
under the jurisdiction of the Washington Metropolitan Area
Transit Commission; and be it further

RESOLVED, That of the 3 members of the Committee from this
State, 1 member should be appointed by the Speaker of the House
of Delegates, 1 member should be appointed by the President of
the Senate; and 1 member should be a member of the Public Service
Commission, appointed by the Governor; and be it further

RESOLVED, That the Governor of the State of Maryland, the
Governor of the Commonwealth of Virginia, and the Mayor of the
the District of Columbia designate the Chairman of the Committee;
and be it further
