3754 JOINT RESOLUTIONS
WHEREAS, Governor Harry Hughes and the Maryland Department
of Natural Resources have expressed concern about and opposition
to the EMPRESS II project for quite some time and have
consistently pointed out flaws in the Navy's environmental impact
analysis and (DEIS) for this project; and
WHEREAS, The very grave and unanswered questions raised by
the impact of the EMPRESS II project fly in the face of the
important federal-state cooperative effort to improve the
Chesapeake Bay; now, therefore, be it
RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That the Navy
end all further consideration of any site in the Chesapeake Bay
for the location of the EMPRESS II project; and be it further
RESOLVED, That the Maryland Congressional Delegation bring
its considerable influence to bear on the Navy to persuade it to
end any further consideration of the Chesapeake Bay location for
the EMPRESS II project; and be it further
RESOLVED, That copies of this Resolution be forwarded by the
Department of Legislative Reference to the Honorable John F.
Lehman, Jr., Secretary of the Navy, The Pentagon, Washington,
D.C. 20350; the Honorable Harry Hughes, Governor of Maryland,
State House, Annapolis, Maryland 21401; Senators Charles McC.
Mathias, Jr. and Paul S. Sarbanes, Senate Office Building,
Washington, D.C. 20510; and Representatives Royden P. Dyson,
Helen Delich Bentley, Barbara A. Mikulski, Marjorie S. Holt,
Steny H. Hoyer, Beverly B. Byron, Parren J. Mitchell, and Michael

A House Joint Resolution concerning
The Washington Metropolitan Area Transit
Regulation Compact Review Committee
FOR the purpose of requesting the District of Columbia and the
Commonwealth of Virginia to join the State of Maryland to
establish the Washington Metropolitan Area Transit
Regulation Compact Review Committee to study the Washington
Metropolitan Area Transit Regulation Compact and, if
necessary, propose revisions.
