JOINT RESOLUTIONS
WHEREAS, The waiting lists for residential facilities and
day activity programs for these populations are expected to grow
at an estimated average rate of 240 and 330, respectively, per
year; and
WHEREAS, The MRDDA has documented the identity and needs of
people currently awaiting these services; and
WHEREAS, Many of those on the waiting list are in critical
need of placement because parents who are in their sixties and
seventies can no longer manage to care for the handicapped family
member; and
WHEREAS, Program expansion to respond to the magnitude of
the waiting list has been limited because there is no plan to
identify and secure the required financial resources; now,
therefore, be it
RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That the
Department of Budget and Fiscal Planning is directed to develop
and submit to the General Assembly by November 1, 1985 a 5-year
plan, beginning with fiscal year 1986, to secure the necessary
fiscal resources 1987, to identify the level of fiscal resources
necessary to implement the plans for program expansion as
prepared by the Mental Retardation and Developmental Disability
Administration and as such plans may be amended from time to
time; and be it further
RESOLVED, That the Department of Legislative Reference send
a copy of this Resolution to Dr. H. Louis Stettler, III,
Secretary, Department of Budget and Fiscal Planning, State
Treasury Building, 4th Floor, Calvert Street, Annapolis, Maryland
21401.

A House Joint Resolution concerning
Doctors of Veterinary Medicine
FOR the purpose of commending Maryland's veterinarians for their
service to the State's equine and livestock industries and
to the pets of the State's citizens.
WHEREAS, The Doctor of Veterinary Medicine is an integral
partner in the equine and livestock industries in the State of
Maryland, providing diagnosis, treatment, preventive medicine and
research on animal disease problems; "and
