JOINT RESOLUTIONS
(1) provide nutritious supplemental foods to the
60,000 WIC eligible clients currently on the State's waiting
lists;
(2) improve these individuals' overall knowledge and
attitudes concerning food and nutrition; and
(3) aid individuals in groups known to be vulnerable
to malnutrition because of low income and poor health status
study the feasibility of establishing a United States Department
of Agriculture Commodity Supplemental Food Program within the
Department of Health and Mental Hygiene; and be it further
RESOLVED, That the Secretary is to fulfill all the
requirements of federal regulations with regard to warehousing
and distribution of food, public information, program evaluation,
fair hearing procedures, nondiscrimination, records and fiscal
reporting, procurement and property management standards,
certification of participants, nutrition education; and quality
assurance report the findings and recommendations of the study to
the Governor and the General Assembly by September 30, 1985; and
be it further
RESOLVED, That if determined to be feasible upon completion
of the study, application will be made for this Program a United
States Department of Agriculture Commodity Supplemental Food
Program in the Department of Health and Mental Hygiene and if
approved, such a program will be in effect at the earliest
possible date and no later than July 1, 1986; and be it further
RESOLVED, That copies of this Resolution be sent by the
Department of Legislative Reference to the Honorable Harry
Hughes, Governor of Maryland; the Honorable Melvin A. Steinberg,
President of the Senate of Maryland; the Honorable Benjamin L.
Cardin, the Speaker of the House of Delegates; and the Honorable
Adele Wilzack, Secretary of the Department of Health and Mental
Hygiene, 201 W. Preston Street, 5th Floor, Baltimore, MD 21201.
