JOINT RESOLUTIONS

(4) (c) establish a composite index of the nutritional
status of the residents of the State, to monitor changes in this
status over time and to identify patterns and trends of nutrient
intake;

(5) (d) to provide a mechanism to measure the effect of
existing food and nutrition programs; and

(6) recommend to the appropriate agencies how best to
target limited program resources to maximize impact, improve
cost effectiveness, and reduce duplication of services;

(7) (e) provide the Governor and the General Assembly with
the information they need to make policy decisions;

(8) better understood nutritional problems and help to
design more responsive intervention strategies; and be it further

RESOLVED, That this program should become effective at the
earliest possible date and no later than July 1, 1986; and be it

further

(2) determine the specific costs associated with (l)(a)
through (1)(d); and

(3) prioritize the objectives in (l)(a) through (l)(d) and
outline a phase-in schedule; and be it further

RESOLVED, That the Secretary of Health and Mental Hygiene
report its findings and recommendations to the General Assembly
by July 1, 1987 September 30, 1985; and be it further

RESOLVED, That copies of this Resolution be forwarded by the
Department of Legislative Reference to Adele Wilzack, R.N., M.S.,
Secretary of Health and Mental Hygiene, 201 West Preston Street,
Baltimore, Maryland 21201; Ms. Ruth Massinga, Secretary of
Human Resources, 1100 North Eutaw Street, Baltimore, Maryland
21201; Mr. David W. Hornbeck, Superintendent of Education, 200
West Baltimore Street, Baltimore, Maryland 21201; and Ms. Rosalie
S. Abrams, Director, Office on Aging, 301 West Preston Street,
Baltimore, Maryland 21201; and be it further

RESOLVED, That copies of this Resolution be forwarded by the
Department of Legislative Reference to the Honorable Harry
Hughes, Governor of Maryland, the Honorable Benjamin L. Cardin,
Speaker of the House of Delegates, and the Honorable Melvin A.
Steinberg, President of the Senate of Maryland:
