(1)  A complete accounting of the actual purpose for
which any such funds were expended or committed during the
previous year;

(2)  A complete accounting of the intended use of
further payments of such funds including the relationship of such
future use to the presence of a racetrack and, in the event that
a future use will involve expenditure or commitment of such funds
over a period of more than one year, the accounting of intended
use shall include a schedule reflecting the annual amount to be
expended or committed for each year through the completion of the
intended use;

(3)  A certification from the fiscal officer of the
jurisdiction that any and all such funds will be held by the
[county or Baltimore City] SUBDIVISION in a special account, and
will be used only for the purposes specified in the report; and

(4)  A description of the procedures used by the
[county or Baltimore City] SUBDIVISION to select the projects to
be included in the accounting of intended use required under item
(2) of this subsection, including the methods of solicitation and
degree of participation in those procedures by the public.

[(f)] (E) (1) The Comptroller shall not pay any funds to
any [county or Baltimore City] SUBDIVISION to assist in funding
services or facilities located within six miles of racetrack 2
MILES OF PIMLICO RACETRACK OR 3 MILES OF LAUREL RACETRACK [and
occasioned by the racetrack's presence] unless the [county or
Baltimore City] SUBDIVISION submits by the specified time a
report containing the information required by subsection [(e)]
(D) of this section.

(2) Any such funds which would otherwise be available
for payments in any fiscal year to a [county or Baltimore City]
SUBDIVISION, but which are not so paid because of the provisions
of this subsection [(f)], shall be held by the Comptroller in a
special account and added to the moneys available for payment in
the next fiscal year to that [county or Baltimore City]
SUBDIVISION.

(F) THE RESTRICTION ON THE USE OF CERTAIN FUNDS BY
SUBDIVISIONS WITHIN 2 MILES OF PIMLICO RACETRACK OR 3 MILES OF
LAUREL RACETRACK IS APPLICABLE TO FUNDS PAID AFTER JULY 1, 1985,
AND DOES NOT LIMIT THE USE OF FUNDS PAID TO CERTAIN SUBDIVISIONS
PRIOR TO THAT DATE.

(F) (G) AFTER ALL DEDUCTIONS HAVE BEEN MADE FROM THE
SPECIAL FUND, ANY REMAINING REVENUES SHALL BE PAID TO THE GENERAL
FUND OF THE STATE.

23.

If any winning ticket [bought after June 1, 1957,] is not
redeemed for a period of one year, the amount necessary to redeem
