requiring certain units of State government to submit a work
plan for the units' evaluation of existing regulations to
the Joint Committee on Administrative, Executive, and
Legislative Review Governor and the Committee; requiring the
Committee to recommend to the Governor head of the unit that
each work plan to be approved or disapproved, and if
disapproved requiring a Committee recommendations as to how
the work plan may be improved; providing for a work plan
resolution procedure and period; providing that, on
notification by the Governor to a unit of State government
that the Governor and the Committee approves the work plan,
the unit may begin its evaluation of existing regulations;
providing for a schedule for the evaluation by units of
their existing regulations; requiring that the evaluations
be submitted to the Committee; providing for the contents of
an evaluation; requiring the Committee to review the
evaluations and make Committee recommendations to the
Governor within a certain period; requiring a certain period
of public comment on the evaluation and requiring the
Committee to solicit public comment; requiring that the
Department of Legislative Reference provided full-time staff
to the Committee; requiring the unit and the Governor to
notify the Committee of the unit's and the Governor's
agreement or disagreement with the Committee
recommendations; requiring the Governor to notify the unit
of the Governor's agreement; providing dispute resolution
procedures; requiring the unit to propose the contents of
the approved evaluation as regulations within a certain
period; exempting certain units of State government
otherwise covered by this Act from the requirements of this
Act; and generally relating to periodic joint executive and
legislative regulatory review and evaluation of existing
regulations.
FOR the purpose of providing for the periodic review and
evaluation of existing regulations of the Executive Branch;
defining certain terms; stating the purpose of this Act;
requiring the Governor to provide by Executive Order for the
process of the review and evaluation of existing regulations
over a certain period of time; requiring the preparation of
work plans for the evaluation of existing regulations and
the submission of those plans to the Governor and the Joint
Committee on Administrative, Executive, and Legislative
Review; authorizing the Committee to comment on each
proposed work plan and to submit recommendations relating
thereto; requiring the preparation of evaluation reports;
providing for the contents of evaluation reports; requiring
a certain period of public comment on evaluation reports;
providing for the dissemination of information regarding the
reports; requiring that evaluation reports be submitted to
the Committee and to certain other committees of the General
Assembly; requiring the Committee to review the evaluation
reports and authorizing it to solicit public comment and to
make comments and recommendations relating to the reports
within a certain period; providing a procedure for the
