(a) For any debt not excepted by law from the unit's
responsibilities under [Article 41, § 71(c-l)] TITLE 3, SUBTITLE
3 OF THE STATE FINANCE AND PROCUREMENT ARTICLE or otherwise, the
unit may certify to the Comptroller the existence of any debt
which has been referred to it for collection by a State agency
pursuant to subsection (b) and request the Comptroller to
withhold any refund to which a person is entitled by the sum
certified. However, a debt may not be withheld if the State
agency or the unit has been advised by the Attorney General that
the validity of the debt is legitimately in dispute or an
alternate means of collection is pending and believed to be
adequate.

(b) The Comptroller shall withhold any refund that may be
due to a person whose name has been certified by the unit and
shall pay to the unit the entire refund or the amount certified
by the unit, whichever amount is smaller. All moneys paid to the
unit by the Comptroller under this subtitle shall be disposed of
by the unit as provided in [Article 41, § 71(c-l)] § 3-305 OF THE
STATE FINANCE AND PROCUREMENT ARTICLE. Any refund in excess of
the certified amount shall be paid to the person. The
Comptroller shall notify the person of:
(1) Any amount paid to the unit; and
(2) An opportunity to request an investigation of the
validity of the debt or correctness of the amount by the unit
within 30 calendar days of notification under this section as
well as the person's right to an administrative hearing and
judicial appeal in the event of an adverse decision of the unit.
Article 21 - Procurement

(d) In purchasing any paper or paper products as supplies
for the using agencies pursuant to the authority granted by [§
231G of Article 41] PART II OF TITLE 4, SUBTITLE 3 OF THE STATE
FINANCE AND PROCUREMENT ARTICLE, the Secretary of General
Services, to the fullest extent practicably possible, shall
purchase or approve for purchase only such supplies that are
manufactured or produced from recycled paper.

(a) (2) "Department" means the University of Maryland,
the Departments of General Services and Transportation, the
Maryland Food Authority, or the Interagency Committee on Public
School Construction, or, for procurements specified under
[Article 15A, § 23B of the Code] TITLE 3, SUBTITLE 4 OF THE STATE
FINANCE AND PROCUREMENT ARTICLE, the Department of Budget and
Fiscal Planning.
