(c) In 1989 the new member shall represent the County at
large.

(a) In 1986, the member appointed shall be a resident of
Legislative District 33;

(b) In 1987, of the 2 members appointed, 1 shall be a
resident of Legislative District 32 and 1 shall be a resident of
the County;

(c) In 1988, the member appointed shall be a resident of
the County;

(d) In 1989, the member appointed shall be a resident of
the County; and

(e) In 1990, of the 2 members appointed, 1 shall be a
resident of Legislative District 30 or Legislative District 29A
(Anne Arundel Election District 7; Precincts 1 and 2), and 1
shall be a resident of Legislative District 31.

A board member appointed pursuant to this Section who does
not maintain the residency requirement shall be replaced as a
member.

SECTION 3. AND BE IT FURTHER ENACTED, That this Act is
hereby declared to be an emergency measure and necessary for the
immediate preservation of the public health and safety and having
been passed by a yea and nay vote supported by three-fifths of
all the members elected to each of the two Houses of the General
Assembly, the same shall take effect from the date of its
passage.

SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1985.
