Ch. 635

(a)  Each board shall be open for registration on such days
and during such hours, as each board may prescribe provided that:
any board where there are less than twenty thousand (20,000)
registered voters in the county shall be open not less than two
days per week; any board where there are more than twenty
thousand (20,000) but not more than fifty thousand (50,000)
registered voters in the county shall be open not less than three
days per week; any board where there are more than fifty thousand
(50,000) registered voters in the county shall be open five days
per week, all which days continuously during the regular business
hours for the county courthouse and the county business offices
or at other times for the equivalent number of hours if the board
shall determine that the greater convenience of the public is
served.

(b)  It shall be the duty of each board to give public
notice of the hours and places set for registration, of any
changes authorized by the board in such hours and places, and
when supplemental registration is authorized, to give at least
five (5) days public notice of the hours and places of such
supplemental registration.

(c)  The location of places of registration shall be at
sites which meet the requirements of polling places as provided
in § 2-11 of this article except that a local board, in its
discretion, may determine that the selection of other sites is
necessary in order to provide greater opportunity to the public
to register to vote.

(d)  If a county election board conducts municipal elections
as provided in subsection 2-9(a), registration in the county
where a municipality is situated is considered registration for
that municipality if:

(1)  A registrant meets voter qualifications for the
municipality; and

(2)  The registration requirements of the
municipality's charter are compatible with State voter
registration requirements.

(E)(1) EACH LOCAL HEALTH DEPARTMENT SHALL HAVE COUNTER
SPACE PROMINENTLY IDENTIFIED FOR VOTER REGISTRATION PURPOSES.

(2) THE COUNTER SPACE SHALL BE STAFFED BY APPROPRIATE
STAFF PERSONNEL OF THE LOCAL HEALTH DEPARTMENT WHO SHALL BE
TRAINED AND CERTIFIED AS VOTER REGISTRATION DISTRIBUTORS.

(3) THE VOTER REGISTRATION COUNTER SHALL BE OPEN FOR
VOTER REGISTRATION PURPOSES ON THE SAME DAYS AND DURING THE SAME
HOURS AS THE LOCAL HEALTH DEPARTMENT IN WHICH IT IS LOCATED IS
OPEN.

(4) THE LOCAL HEALTH DEPARTMENT SHALL ADOPT NECESSARY
PROCEDURES TO IMPLEMENT THE PURPOSES OF THIS SUBSECTION.
