SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

Article - Transportation

21-101.

(a) In this title and Title 25 of this article the
following words have the meanings indicated.

(d) "Controlled access highway" means a highway or roadway
to or from which persons, including the owners or occupants of
abutting lands, have no right of access except at the points and
in the manner determined by the public authority with
jurisdiction over the highway or roadway.

21-104.1.

(A)  Any person operating a snowmobile on any portion of a
highway designated for snowmobile use under § 25-102(a)(14) of
this article OR AS PROVIDED UNDER § 21-1121 OF THIS ARTICLE has
all the rights granted to and is subject to all the duties
required of the driver of a. vehicle by this title, except for
those provisions of this title that by their very nature cannot
apply.

(B) IN GARRETT COUNTY A PERSON MAY NOT OPERATE A SNOWMOBILE
ON A CONTROLLED ACCESS HIGHWAY.
