SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:
Article 27 - Crimes and Punishments
[4A.
Any person who operates an aircraft towing an advertisement
for promotional purposes at an altitude below the minimum safe
altitude specified by applicable federal aviation regulations
over any public or private sporting arena in Baltimore City is
guilty of a misdemeanor and on conviction, is subject to a fine
of not more than $1500.]
[36A-1.
(a) Notwithstanding any other provisions of this Code, and
except when authorized by State or federal law or regulation, it
shall be unlawful for any individual, while aboard or with intent
to board an aircraft engaged in certificated air commerce
services, to have on or about his person, whether openly or
concealed, any firearm or explosive.
(b) Any person who violates the provisions of this section
shall be guilty of a felony, and upon conviction shall be
punished by imprisonment: for not more than ten (10) years.
(c) Nothing contained herein shall authorize or limit any
action incompatible with provisions of federal law or
regulations.]

5-1007.
(a) A person may not operate an aircraft towing an
advertisement for promotional purposes at an altitude [ of less
than 3,000 feet] BELOW THE MINIMUM SAFE ALTITUDE SPECIFIED BY IN
VIOLATION OF APPLICABLE FEDERAL AVIATION REGULATIONS THAT RELATE
TO ALTITUDE OR HORIZONTAL RADIUS over any public or private
sporting arena in Baltimore City; including the airspace within a
1 mile horizontal radius from the arena.
(b) Any person who violates any provision of this section
is guilty of a misdemeanor and on conviction is subject to a fine
not exceeding [$500] $1,500.
