final. Hood College has until June 1, 1987, to present evidence
satisfactory to the Board of Public Works of the sum that it has
raised as a matching fund for this purpose. Upon a
certification of suitable evidence from the Board of Public Works
on or before June 1, 1987, the proceeds of the loan shall be
expended in accordance with the provisions of this Act. To the
extent that satisfactory evidence of the raising of a sum up to
$345,000 as a matching fund for this project is not presented to
the Board of Public Works on or before June 1, 1987, no funds
under the provisions of this Act shall thereafter be paid over to
or expended for the purposes set forth in Section 1(3) above, and
the remaining proceeds of the loan shall be applied to the
purposes authorized in Article 78A, § 3 of the Code.
Furthermore, Hood College shall grant and convey a perpetual
preservation easement to the Maryland Historical Trust on the
interior and exterior of the Williams Observatory and on the
land, where appropriate, in form and substance acceptable to the
Trust.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect June 1, 1985.

AN ACT concerning
Maryland Health and Higher Educational Facilities
Authority - Bond Issuances - Delegation of Powers
FOR the purpose of requiring the Maryland Health and Higher
Educational Facilities Authority to specify or describe
certain provisions or impose certain terms or conditions for
every bond or note issuance of the Authority; empowering the
Authority to delegate by resolution certain actions relating
to bond issuances to certain officers or other members of
the Authority under certain circumstances or to the
Executive Director with certain limitations; and generally
relating to the issuance of bonds by the Maryland Health and
Higher Educational Facilities Authority and the
specification of actions in relation to the bond issuance
that must be taken by the full Authority or delegated to
other officials.
