FOR the purpose of specifying the position of chief judge of
elections in Baltimore City; establishing the compensation
for this position; requiring each chief judge in Baltimore
City to be a resident of a certain precinct requiring that
in Baltimore City one judge each from the majority party and
the principal minority party in this State appointed in each
precinct be designated the chief judge for that precinct and
be a registered voter who resides in that precinct;
providing for the residence qualifications of the chief
judge; and generally relating to the election laws
applicable to Baltimore City.
BY repealing and reenacting, with amendments,

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:
Article 33 - Election Code
2-7.
(f) (3) (I) In Baltimore City, the compensation of judges
of elections shall be $100 PER DAY FOR CHIEF JUDGES AND $75 per
day FOR JUDGES for each election day. [and all]
(II) IN BALTIMORE CITY, EACH CHIEF JUDGE MUST
BE A REGISTERED VOTER RESIDING IN THE ELECTION DISTRICT OR WARD
IN WHICH THE PRECINCT FOR WHICH THE CHIEF JUDGE IS APPOINTED IS
LOCATED. HOWEVER, IF A QUALIFIED PERSON RESIDING IN THE ELECTION
DISTRICT OR WARD CANNOT BE FOUND WITH A REASONABLE EFFORT, THE
CHIEF JUDGE MUST BE A REGISTERED VOTER RESIDING IN BALTIMORE
CITY.
(II) EACH CHIEF JUDGE IN BALTIMORE CITY SHALL
BE A REGISTERED VOTER RESIDING IN THE PRECINCT FOR WHICH THE
CHIEF JUDGE IS APPOINTED.
(II) (III) IN BALTIMORE CITY, ONE JUDGE EACH
FROM THE MAJORITY PARTY AND THE PRINCIPAL MINORITY PARTY IN THIS
STATE APPOINTED IN EACH PRECINCT SHALL BE DESIGNATED THE CHIEF
JUDGE FOR THAT PRECINCT AND SHALL BE A REGISTERED VOTER RESIDING
IN THAT PRECEINCT.
(II) (III) (IV) ALL judges, except those
judges appointed under emergency circumstances, shall be required
to receive the course of instruction prescribed by the board of
supervisors of elections.
