(j) (1) A person may not be employed as a police officer by
any law enforcement unit for a period to exceed 12 months unless
that person is certified by the Commission, as provided for in
paragraph (6), subsection (d) of this section.

(2) A person may not serve as a police officer during
the period when this certification has been revoked or suspended
by the Commission or it has lapsed.

(k) A certificate, provided for in paragraph (6),
subsection (d), shall remain the property of the Police Training
Commission.

(1) The Commission may recall the certificate, provided for
in paragraph (6), subsection (d), if it is suspended or revoked
for any of the following reasons:

(1)  The certificate was issued by administrative
error;

(2)  The certificate was obtained through
misrepresentation or fraud;

(3)  The holder has been convicted of a felony; or

(4)  The holder has been convicted of a misdemeanor
for which a sentence of imprisonment for more than 1 year may be
imposed.

(m) Except as expressly provided in this section, nothing
herein contained shall be deemed to limit the powers, rights,
duties or responsibilities of municipal or county governments.

(N) THE PROVISIONS OF THIS SECTION SHALL SUPERSEDE ANY
STATE, COUNTY, OR MUNICIPAL LAW, ORDINANCE, OR REGULATION THAT
CONFLICTS WITH THE PROVISIONS OF THIS SECTION.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1985.
