(2) If a pawnbroker is engaged in the business of
buying, acquiring, or trading commercially with members of the
public in secondhand precious metals, this subtitle is applicable
without regard to the fact that the pawnbroker is located in a
county that has licensing regulations relating to pawnbrokers.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1985.

AN ACT concerning

Duck Hunting - Early Season

FOR the purpose of requiring the Secretary of Natural Resources
to take certain actions at a certain time to allow an early
season for the hunting of ducks.

Preamble

WHEREAS, The United States Secretary of the Interior adopts
rules and regulations to control the season, bag limit, and
possession of migratory birds, including ducks, in Maryland and
all other states; and

WHEREAS, Under the authority of the U.S. Secretary of the
Interior, Maryland used, a 3-way split of its duck hunting seasons
from 1979 through 1982, inclusive; and

WHEREAS, These 3-way split duck hunting seasons allowed the
use of an early duck hunting season, which worked well and was
appreciated by most hunters in the State; and

WHEREAS, Under an experiment approved by the U.S. Secretary
of the Interior in 1983, Maryland elected to divide the State
into zones for the hunting of ducks; and
