(J) "SERVICE AREA" MEANS AN AREA COMPRISED OF 1 OR MORE
ESTABLISHED SUBDISTRICTS, NOT NECESSARILY CONTIGUOUS, BUT LOCATED
IN THE SAME GENERAL GEOGRAPHICAL AREA.

(A)  THE FOLLOWING "SERVICE AREAS" ARE ESTABLISHED:

SERVICE AREA 1 - SUBDISTRICT NO. 1. (HALFWAY), SUBDISTRICT

NO. 5 (POTOMAC), AND SUBDISTRICT NO.
16 (ST. JAMES)

SERVICE AREA 2 - SUBDISTRICT NO. 15 (MAUGANSVILLE/ORCHARD

HILLS) AND SUBDISTRICT NO. 6
(FOUNTAINHEAD)

SERVICE AREA 3 - SUBDISTRICT NO. 9 (HIGHFIELD/CASCADE)

SERVICE AREA 4 - SUBDISTRICT NO. 4 (SHARPSBURG)

(B)  THE COUNTY MAY ESTABLISH AN ADDITIONAL SERVICE AREA.
THERE SHALL BE NO MORE THAN 5 SERVICE AREAS.

(C)  IF THE COUNTY CHANGES THE SUBDISTRICTS WHICH COMPOSE
THE SERVICE AREAS, THE GENERAL ASSEMBLY SHALL AT ITS NEXT REGULAR
SESSION REDEFINE THE SERVICE AREAS.

(a) (1) The powers of the District shall be exercised by
the Commission, which is composed of THE FOLLOWING MEMBERS:

(i) One [member] RESIDENT from each
[subdistrict] SERVICE AREA appointed by the county; and

(ii) [One member from each subdistrict
appointed by the county and as] AS many at-large members,
appointed by the county, as is necessary to establish a
Commission of 5 members.

(2)  A Commissioner may not hold any other Washington
County office while serving on the Commission.

(3)  [Each member serves for a term of 6 years. The
terms of the members shall be staggered as required by the terms
of the members serving on July 1, 1981.]

(I) THE COUNTY SHALL REVIEW THE MEMBERSHIP OF
THE COMMISSION. BEFORE JANUARY 1, 1986, THE COUNTY SHALL APPOINT
OR REMOVE AS MANY MEMBERS AS NECESSARY TO CREATE A 5 MEMBER
COMMISSION WHICH MEETS THE REQUIREMENTS OF SUBPARAGRAPHS (I) AND
(II) OF PARAGRAPH (1).
