FOR the purpose of exempting Allegany County from certain
provisions of law that allow or require a county to tax real
or personal property to fund certain projects in the areas
served by a sanitary commission; requiring the governing
body of Allegany County to levy a certain property tax only
on real property that receives or is expected to receive
services from certain projects of a sanitary commission in
Allegany County; making technical and stylistic changes; and
generally relating to the levying of property taxes in
Allegany County to fund certain projects in the areas served
by a sanitary commission in Allegany County.
FOR the purpose of providing that the Allegany County Sanitary
Commission may change service area boundaries within its
jurisdiction under certain circumstances, subject to the
approval of the County Commissioners of Allegany County, if
the change in the service area does not cause the principal
balance of bonds issued for the service area to exceed a
certain percent of the total value of property.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

9-601.
(a) In this subtitle the following words have the meanings
indicated.
(b) "Bond" means any bond, note, or other evidence of
indebtedness or obligation that a district is authorized to issue
under this subtitle.
(e) "Governing body" means the body or board that is
authorized to enact ordinances or resolutions for a county.
(h) "Member county" means a county that:
(1) Has formed or joined a district under this
subtitle; and
