WHEREAS, In 1891, the 38-year old congregation engaged the
services of Joseph Evans Sperry, an architect renowned for the
eclectic nature of his work, whose plans were given form by the
contracting firm of Philip Walsh & Sons, with the marble work
completed by John McKnight; and
WHEREAS, The exterior of the edifice is marble with a
central copper dome and two smaller flanking domes each set on a
tower; and
WHEREAS, The Eutaw Street facade has an arcade of 3 arches
at the entrance with a repeat design of a 5-arch arcade on the
second story; and
WHEREAS, The lanterns of the two tower domes are supported
by arched arcades, and the polygonal lantern of the principal
dome is decorated with the Star of David; and
WHEREAS, In the recent past the exterior of the building has
fallen into some disrepair with the marble surfaces in need of
cleaning and pointing and with the irreplaceable copper dome in a
deteriorated state; and
WHEREAS, The craftsmen skilled in performing this intricate
and painstaking repair work are no longer readily found, and the
search for such artisans has extended beyond the borders of the
United States; and
WHEREAS, The Eutaw Place Temple is on the National Historic
Register as a part of the Bolton Hill Historic District, and
being situated on the highest point in the City in downtown
Baltimore, the Temple is not only a landmark of great historical
and religious significance, but is an artistic and architectural
treasure that links Baltimore's rich past to its dynamic present
and future; and
WHEREAS, There is a need for the State to assist in the
difficult and delicate job of restoring the magnificent copper
dome and the marble exterior of the Temple in order to prevent
further damage to the building and to preserve for future
generations one of Maryland's unique cultural and artistic
monuments; now, therefore,
SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That:
(1) The Board of Public Works may borrow money and incur
indebtedness on behalf of the State of Maryland through a State
loan to be known as the Eutaw Place Temple Loan of 1985 in the
aggregate principal amount of $260,000 $250,000. This loan shall
be evidenced by the issuance and sale of State general obligation
bonds authorized by a resolution of the Board of Public Works and
issued, sold and delivered in accordance with the provisions of
§§ 19 to 23 of Article 31 of the Annotated Code of Maryland (1983
