(ii) the governing body of the county consults
with the homeowners' association; and
(iii) the governing body of the county
determines that the homeowners' association provides services
that would otherwise be the responsibility of the county[.]; AND
(12) REAL PROPERTY THAT IS:
(I) OWNED BY THE ROSA PONSELLE FOUNDATION
CHARITABLE FOUNDATION, INCORPORATED, KNOWN AS "VILLA PACE"; AND
(II) NOT EXEMPT UNDER THIS ARTICLE.
SECTION 3. AND BE IT FURTHER ENACTED, That Section 1 of
this Act shall take effect June 1, 1985 and shall remain in
effect until February 1, 1986. On February 1, 1986, and with no
further action required by the General Assembly, Section 1 of
this Act shall be of no further effect. Section 2 of this Act
shall take effect February 1, 1986.

AN ACT concerning
Creation of a State Debt - Mount
Clare Mansion Gardens
FOR the purpose of authorizing the creation of a State Debt in
the amount of $250,000 $200,000, the proceeds to be used for
a grant to the Mayor and City Council of Baltimore for
archaeological investigation the renovation, improvement,
excavation, and restoration of the Mount Clare Mansion
Gardens and its ancillary structures and grounds, located in
Carroll Park in Baltimore City, subject to the requirement
that a matching fund of a certain type in a certain amount
be provided for the same purpose by a certain date by the
National Society of Colonial Dames of America in the State
of Maryland; providing that certain easement be granted to
the Maryland Historic Historical Trust; and providing
generally for the issue and sale of bonds evidencing the
loan.
SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That:
