The former reference to defining improvement by making
any changes to a project "that the authority considers
to be necessary" is deleted, to remove any substantive
provision from this definition that is provided for
elsewhere in this subtitle. As to the powers of an
authority to improve a project, see §§ 9-905(3) and
9-917(1) of this subtitle.

The former references to "erection" and "extension"
are deleted as unnecessary in light of the words
"construction" and "repair".

The only other changes are in style.

(I) LAW.

"LAW" INCLUDES ANY ENACTMENT, ORDER, RESOLUTION, OR
ORDINANCE OF A POLITICAL SUBDIVISION.

REVISOR'S NOTE: This subsection is new language added to
avoid repetition of phrases such as "law, enactment,
order, resolution, or ordinance".

(J) POLITICAL SUBDIVISION.

"POLITICAL SUBDIVISION" MEANS ANY COUNTY, MUNICIPAL
CORPORATION UNDER ARTICLE 11E OF THE MARYLAND CONSTITUTION,
SANITARY DISTRICT, OR OTHER POLITICAL SUBDIVISION OF THIS STATE.

REVISOR'S NOTE: This subsection is new language derived
without substantive change from former HE § 9-901(i).

The defined term "political subdivision" is
substituted for the former definition of
"municipality", to conform to similar defined terms
that are used in other revised articles of the Code.

The reference to "municipal corporation under Article
11E of the Maryland Constitution" is substituted for
the former terms "city", "town", and "village", for
conciseness and to conform to similar references in
other revised articles of the Code.

(K) PROJECT.

"PROJECT" MEANS ALL OR PART OF ANY WATER SYSTEM OR SEWERAGE
SYSTEM, OR ANY COMBINATION OF ALL OR PARTS OF WATER SYSTEMS OR
SEWERAGE SYSTEMS, THAT IS OWNED, CONSTRUCTED, OR OPERATED BY AN
AUTHORITY UNDER THIS SUBTITLE.

REVISOR'S NOTE: This subsection formerly appeared as HE §
9-901(j).

In this subsection, "sewerage system" is substituted
for the former references to "sewage system", for
