time regarding the completion of certain improvements;
requiring maintenance of effort in the expenditure of
certain funds by certain licensees; requiring the submission
of certain reports by certain licensees regarding the
proposed and actual expenditure of certain funds by the
licensees; providing a mechanism for the transfer of certain
racing days under certain circumstances; authorizing the
revocation of certain days if a stakes race is transferred;
establishing the jurisdiction of the Racing Commission
regarding a thoroughbred training facility; altering the
State share of pari-mutuel wagering revenues and the
allocation of wagering revenues and providing for reports by
licensees on the use of increased revenues; changing certain
license fees and payments by licensees; altering the local
government share of racing revenues; establishing a special
fund for certain racing revenues; abolishing the Maryland
Horse Racing Council and the allocation of funds for the
Council; altering the State share of pari-mutuel wagering
revenues at harness tracks and the allocation of wagering
revenues and breakage to harness track licensees and to the
Standardbred Fund; providing for expenditure in Prince
George's County of previously allocated racing moneys;
making other necessary corrections; stating the purpose and
intention of the General Assembly in adopting this Act; and
generally relating to racing days and revenues.
