(2) An amount equal to [the following percentages] 16
PERCENT of the State's general fund per full-time equivalent
student appropriation to the 4-year public institutions of higher
education in this State for the preceding fiscal year[:
(i) In fiscal year 1979, 17.5 percent; and
(ii) In succeeding fiscal years, 20 percent].
(b) Full-time equivalent students enrolled in seminarian or
theological programs shall be excluded from the computation
required by subsection (a) of this section.
SECTION 2. AND BE IT FURTHER ENACTED, That the formula for
appropriating aid to nonpublic institutions of higher education
is being revised from 20% to 16% of the State's general fund
appropriation . to the public 4-year institutions, because of
changes in the method of budgeting funds for personnel benefits
for employees of the public institutions. This revision is not
intended to represent or result in a reduction in assistance to
nonpublic institutions.
The General Assembly recognises that the increased cost of
higher education, reduced federal assistance, high tuition rates,
and inflation-reduced endowments indicate that the percentage
formula should be increased in light of these developments. The
General Assembly requests that the Governor's Commission on
Excellence in Higher Education, established pursuant to
Legislative Resolution, examine these factors and consider
recommendations that would increase State assistance to nonpublic
institutions.
SECTION 2 3. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1985.
