SECTION 3. AND BE IT FURTHER ENACTED, That Section 1 of
this Act shall take effect July 1, 1985 and shall remain
effective until February 1, 1986. On February 1, 1986, and with
no further action required by the General Assembly, Section 1 of
this Act shall be abrogated and of no further force and effect.
Section 2 of this Act shall take effect February 1, 1986.

AN ACT concerning

State Aid to Nonpublic Institutions of Higher Education

FOR the purpose of changing the percentage of State general funds
used to calculate certain State aid to nonpublic
institutions of higher education; providing for the
construction of this Act; requesting that the Governor's
Commission on Excellence in Higher Education examine certain
factors relating to increased State assistance to nonpublic
institutions; and generally relating to changing the
percentage of State general funds used to calculate certain
State aid to nonpublic institutions of higher education.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

Article - Education

17-104.

(a) The State Board for Higher Education shall compute the
amount of the annual apportionment for each institution that
qualifies under this subtitle by multiplying:

(1) The number of full-time equivalent students
enrolled at the institution during the fall semester of the
fiscal year preceding the fiscal year for which the aid
apportionment is made, as determined by the State Board for
Higher Education times;
