required to be paid to general funds of the State by § 23 of this
article shall be placed in a special account by the Comptroller.
The Department of Budget and Fiscal Planning may approve grants
from the account to the Council only for the purposes stated in §
29 of this article. In order to receive the grants, the Council
shall submit to the Department for approval a plan for the use of
any grants. The amounts of any grants authorized by the
Department shall be matched by 40 percent to be provided by the
Council from any funds available to the Council.
(b) The Council shall submit to the Department, not later
than September 1 of 1985, 1986 and 1987 only, a report of the
revenues and expenditures of the Council, from all sources, for
the fiscal year ending the prior June 30, and a report of the
Council's actions in promoting the Maryland horse racing and
breeding industry.]
SECTION 2. AND BE IT FURTHER ENACTED, That Prince George's
County may expend revenues formerly received under Article 78B, §
19(d) for any public works project located within 6 miles of
Bowie Racetrack. The County shall report annually by May 1 to
the Comptroller and the Department of Fiscal Services on the use
of these funds until the funds are fully expended.
19.
(a) All sums collected by the Racing Commission, under the
provisions of this article, shall be paid over to the Comptroller
and shall be disbursed and distributed, except where otherwise
provided, as follows:
(5) THE COMPTROLLER SHALL ANNUALLY PAY FROM THE
SPECIAL FUND $10,000 AS A GRANT TO THE GREAT FREDERICK FAIR TO
SUPPORT EXHIBITION HARNESS RACES, WITH THE FUNDS TO BE USED FOR
PURSES AND TRACK MAINTENANCE.
SECTION 2. AND BE IT FURTHER ENACTED, That the Bowie horse
training facility shall be named and known as the "Edward T.
Conroy Memorial Horse Training Center" in honor of the many years
of distinguished service of that individual to his nation, State
and community.
SECTION 3. 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1985.
