(5)  Provide a grant to the Mayor and City Council
of Baltimore to design and prepare detailed
plans and specifications for a local
correctional facility, to be built at a site
in Baltimore City determined by the governing
body of Baltimore City; and to be funded
pursuant to Section 710B of Article 27 of the
Code. This appropriation is contingent upon
enactment of House Bill 354 that provides by
July 1, 1988 a minimum length of sentence of
more than twelve months for individuals
sentenced to State correctional facilities...
