credited on the books of the State Comptroller and expended, upon
approval by the Board of Public Works, for the following public
purposes, including any applicable architects' and engineers'
fees: for financing the construction of public school buildings
and public school capital improvements in this State in
accordance with §§ 5-301 through 5-303 of the Education Article.
(4) There is hereby levied and imposed an annual State tax
on all assessable property in the State in rate and amount
sufficient to pay the principal of and interest on the bonds, as
and when due and until paid in full, such principal to be
discharged within 15 years of the date of issue of the bonds.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect June 1, 1985.

AN ACT concerning
Creation of a State Debt - General Construction Loan of 1985
and General Construction Loans of 1970, 1976, 1978, 1981,
1982, 1983, and 1984
FOR the purpose of authorizing the creation of a State Debt in
the amount of Eighty-Five Million, Nine Hundred Eighty-Five
Thousand Dollars ($85,985,000) Seventy-Nine Million, Two
Hundred Seventeen Thousand Dollars ($79,217,000) Eighty
Three Million, Five Hundred Ninety Seven Thousand Dollars
($83,597,000), the proceeds to be used for certain necessary
building, construction, demolition, planning, renovation,
conversion, replacement, and equipment purposes of this
State and for acquiring certain real estate in connection
therewith and for grants to certain subdivisions and other
organizations for various purposes; providing generally for
the issuance and sale of bonds evidencing the loan; amending
Chapter 101 of the Acts of 1970, the General Construction
Loan of 1970, and Chapter 520 of the Acts of 1982, the
General Construction Loan of 1982, to omit reference to the
number of units of public housing to be acquired on St.
John's Street and to add the former administration building
as part of the authorized acquisition; amending Chapter 914
of the Acts of 1976, the General Construction Loan of 1976,
to change the object of a certain appropriation of
unexpended proceeds from "Renovate "C" Dormitory" to
"Renovate the West and South Wing cell blocks at the
Maryland Penitentiary"; amending Chapter 795 of the Acts of
