[(d) The Council shall:

(1)  Comment at least annually on the reports of the
State Manpower Services Council; and

(2)  After consulting with the State Manpower Services
Council:

(i) Identify the vocational education and
employment training needs of this State; and

(ii) Assess the extent that the vocational
education, employment training, special education, vocational
rehabilitation, and other programs assisted by the federal act
represent a consistent, integrated, and coordinated approach to
meeting those needs.

(e) The Council shall evaluate the vocational education
programs, services, and activities that are assisted under the
federal act.

(f)] (8) If requested, [the Council shall] provide
technical assistance to county education agencies, institutions
of postsecondary education, and county advisory councils on
establishing and operating county advisory councils[.];

[(g) The Council shall:

(1)  Publish and distribute the results of its
evaluations;

(2)  Prepare and submit through the State Board of
Education to the United States Commissioner of Education and the
National Advisory Council on Vocational Education an annual
report that:

(i) Evaluates the effectiveness of vocational
education programs, services, and activities under the 5-year
State plan, the annual program plan, and accountability report;
and

(ii) Recommends any changes it considers
necessary in programs, services, and activities; and]

(9) PUBLISH AND DISTRIBUTE AN ANNUAL REPORT THAT
ADDRESSES ALL SIGNIFICANT ACTIVITIES OF THE COUNCIL DURING THE
FISCAL YEAR COVERED BY THE REPORT;

[(3)] (10) Make other studies and furnish reports on
vocational-technical education in this State:

(i) On its own initiative; or

(ii) If requested by the Governor or the
General Assembly[.]; AND
