Article 2B - Alcoholic Beverages

20.

(a) A Class C beer, wine and liquor license shall be issued
by the clerk of the circuit court of the county in which the
place of business is located, and shall authorize the holder
thereof to keep for sale and sell all alcoholic beverages at
retail at any club, at the place therein described, for
consumption on the premises only; except in Kent and Queen Anne's
counties where beer may be sold for consumption off the premises.
The annual fee for such a license shall be two hundred and fifty
dollars ($250.00), and shall be payable to such clerk, before any
such license is issued, for distribution as hereinafter provided.

(e-2) (1) In Carroll County the annual fee for such a
license shall be twelve hundred fifty dollars ($1,250.00) for any
club which is a local chapter of a nationally organized nonprofit
fraternal or veterans' organization and fifteen hundred dollars
($1,500.00) for any other club.

(2)  Such a license may be issued in Carroll County to
a club which is equipped with a dining room which serves
full-course meals at least twice daily and which has a regular
seating capacity at tables (not including seats at bars or
counters) for fifty (50) or more persons and which is operating
in facilities that have an assessed real property valuation of
not less than twenty thousand dollars ($20,000.00). This
license for a club permits consumption on the premises only.

(3) (I) A SPECIAL CLASS C (GOLF AND COUNTRY CLUB)
LICENSE MAY BE ISSUED UPON THE APPROVAL BY THE BOARD OF LICENSE
COMMISSIONERS OF CARROLL COUNTY TO ANY GOLF AND COUNTRY CLUB IN
THE COUNTY APPLYING FOR THE LICENSE WHICH MAINTAINS AT THE TIME
OF THE APPLICATION FOR THE LICENSE AND CONTINUES TO MAINTAIN A
REGULAR OR CHAMPIONSHIP GOLF COURSE OF 9 HOLES OR MORE. THE
LICENSE AUTHORIZES THE LICENSEE TO KEEP FOR SALE AND TO SELL AT
RETAIL ANY ALCOHOLIC BEVERAGES TO MEMBERS AND GUESTS AT THE
LICENSED PREMISES FOR ON-SALE CONSUMPTION ONLY. THE COUNTRY CLUB
MAY NOT SELL ALCOHOLIC BEVERAGES FOR CONSUMPTION OFF THE GROUNDS
OF THE CLUB.

(II)  THE ANNUAL FEE FOR A GOLF AND COUNTRY CLUB
LICENSE IS $1,500.

(III)  THE APPLICATION FOR THE LICENSE FILED ON
BEHALF OF ANY GOLF AND COUNTRY CLUB IN CARROLL COUNTY SHALL BE
SIGNED BY THE PRESIDENT AND 2 OTHER OFFICERS OF THE CLUB, 2 OF
WHOM SHALL BE RESIDENTS OF CARROLL COUNTY.

(IV)  THE GOLF AND COUNTRY CLUB SHALL ABIDE BY §
95A PERTAINING TO SUNDAY TIME RESTRICTIONS.
