member shall be entitled to receive a certificate of honorary
membership of the said regiment or separate organization, to be
signed by the commanding officer thereof, or some officer
designated by him for that purpose, and bearing the date of its
issue.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1985.

FOR the purpose of repealing an obsolete provision concerning the
Committee for the Development and Utilization of Human
Resources of the Code of Public Local Laws of St. Mary's
County; and generally relating to the Public Local Laws of
St. Mary's County.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

Article 19 - St. Mary's County

[26-29.

A.  Appointment. The State Senator of St. Mary's County
shall appoint a Committee for the Development and Utilization of
Human Resources, subject to approval of the County Commissioners,
to function and administer funds pursuant to the federal Economic
Opportunity Act of 1964 (Poverty Program).

B.  Financing. The County Commissioners are authorized to
provide the necessary financing for the office and management of
the affairs of the Committee for the Development and Utilization
of Human Resources. They are further authorized to provide funds
