Article 25, IN SUBTITLE "DRAINING LANDS" OF ARTICLE 25, and in §
5 of Article 25A, except for subsections (A), (P) and (S) of § 5
of Article 25A, of the Annotated Code of Maryland, 1957 Edition
as amended; and no county adopting code home rule status shall be
excepted. These powers are in addition to any powers any county
may now have under any public general or local law applicable to
the county.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
confirms and ratifies anything done before the effective date of
this Act, which would be valid under the terms of this Act, and
in no instance may the board of managers of a public drainage
association or a county be required to refund any tax or fee,
collected prior to the effective date of this Act, which would be
valid under the terms of this Act.

SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1985.

FOR the purpose of repealing the requirement that the supervisors
of a soil conservation district have the approval of the
State Soil Conservation Committee before borrowing certain
