WHENEVER ANY OTHER FUNDS ARE MADE AVAILABLE TO FINANCE ANY
PART OF A PROJECT OR PROGRAM FOR WHICH AN ENABLING ACT AUTHORIZES
STATE DEBT, THE GOVERNOR, WITH THE APPROVAL OF THE BOARD, MAY
REDUCE THE TOTAL STATE DEBT AUTHORIZED BY THE ENABLING ACT BY AN
AMOUNT NOT EXCEEDING THE AMOUNT OF FUNDS MADE AVAILABLE.

(C)  NOTICE REQUIRED.

THE COMPTROLLER SHALL SUBMIT FOR PUBLICATION IN 2 SEPARATE
ISSUES OF THE MARYLAND REGISTER A NOTICE THAT:

(1)  DESCRIBES THE PROJECT OR PROGRAM FOR WHICH THE
DEBT AUTHORIZATION IS TO BE REDUCED;

(2)  STATES THE AMOUNT OF THE REDUCTION;

(3)  STATES THE SOURCE OF THE FUNDS ON WHICH THE
REDUCTION IS BASED; AND

(4)  STATES THE CHAPTER NUMBER AND YEAR OF ENACTMENT
OF THE ENABLING ACT AND EACH AMENDMENT TO THE ENABLING ACT.

(D)  EFFECTIVE DATE.

A REDUCTION UNDER THIS SECTION MAY BECOME EFFECTIVE ONLY
AFTER THE SECOND PUBLICATION OF NOTICE IN THE MARYLAND REGISTER.

REVISOR'S NOTE: This section is new language derived
without substantive change from former Art. 78A, § 3A.

In the introductory language of subsection (a) of this
section, the reference to an "appropriation from the
General Fund" is substituted for the former reference
to "general funds", for clarity. For consistency, in
subsection (a)(1) of this section, the word
"appropriation" is substituted for the former
reference to "general funds".

In subsection (a)(2) of this section, the former
phrase "authorized by that bond bill" is deleted as
surplusage.

In subsection (b) of this section, the former
reference to the amount that the Governor "deems
appropriate" is deleted as unnecessary in light of the
word "may" and as misleading in light of the
requirement for approval by the Board.

In the introductory language of subsection (c) of this
section, the phrase "in 2 separate issues" is added
for clarity.
