certain provisions for State premium savings bonds; revising
certain laws pertaining to governmental procedures,
including meetings, records, and reorganizations, and the
governmental procedures under the Administrative Procedure
Act and the State Documents Law as to regulations, contested
cases, declaratory rulings, and licensing; revising the laws
relating to consolidated procedures for development permits;
revising the laws relating to the immunity and liability of
the State, including the Maryland Tort Claims Act, actions
in contract, actions against State officers and employees,
and payment of settlements and judgments; revising the laws
relating to State emblems and commemorative days and the
Maryland Manual; revising the laws relating to the federal
acquisition of land in the State and to certain acquisition
of land by the State; decodifying certain laws relating to
the acquisition of land; decodifying the laws relating to
the acquisition of Paca House, Paca Gardens, and their
management; deleting the certain provisions of law relating
to the Postal Savings System Accounts; transferring without
amendment the Legislative Districting Plan; revising certain
laws relating to local governments and temporarily adding a
new Article to the Annotated Code of Maryland, to be
designated and known as "Article 24. Political Subdivisions
Miscellaneous Provisions"; defining certain terms; and
providing for the effect, construction, and effective date
of the provisions of the Act.
